# 2.9. BCB Normative Instruction No. 704/2026

Discloses procedures, documents, deadlines and information required to process authorization requests from foreign exchange brokers, CTVMs, DTVMs and virtual asset service providers

The [Normative Instruction](https://www.bcb.gov.br/estabilidadefinanceira/exibenormativo?tipo=Instrução%20Normativa%20BCB\&numero=704), of January 29, 2026 (DOU of 01/30/2026), discloses procedures, documents, deadlines, and information necessary for the processing of the <mark style="background-color:purple;">authorization requests</mark> of foreign exchange brokers, CTVMs, DTVMs, and virtual asset service providers (SPSAVs), under the terms of [BCB Resolution No. 519/2025](/en/regulation/2.-central-bank/2.4.-bcb-resolution-no.-519-2025.md).

## Obligations:

For SPSAVs that were already in operation:

* phase 1: application with supporting documentation <mark style="background-color:purple;">by October 30, 2026</mark> (art. 9); and
* phase 2: application with supporting documentation within 60 days of the Central Bank's favorable decision on phase 1 (art. 10).
